Allows applicants and tenants in covered housing programs to voluntarily exit their lease early if they have been a victim of domestic violence, dating violence, sexual assault, or stalking

Prohibits landlords from charging any fees for early lease termination when the tenant is leaving due to domestic violence, dating violence, sexual assault, or stalking

Amends Section 41411 of the Violence Against Women Act of 1994 (34 U.S.C. 12491) to add these protections

Applies to housing assisted under federal covered housing programs
