Authorizes expedited removal proceedings at Federal, State, and local correctional facilities for incarcerated aliens who are criminal gang members, members of designated foreign terrorist organizations, or have been convicted of specified crimes including felonies, sexual offenses, domestic violence, stalking, crimes against children, and assaults on law enforcement officers

Defines "criminal gang" as an ongoing group of 5 or more persons engaged in offenses including controlled substance crimes, firearms violations, human trafficking, crimes of violence, money laundering, and obstruction of justice

Requires mandatory detention of aliens who are gang members, transnational criminal organization members, or convicted of the specified criminal offenses

Bars aliens subject to these provisions from asylum eligibility, withholding of removal protections, and all other immigration relief under federal law

Transfers authority from the Attorney General to the Secretary of Homeland Security for administering these expedited removal proceedings
