Requires the Secretary of Veterans Affairs to identify fraudulent activity in disability benefit questionnaire (DBQ) form submissions, regardless of the source of the forms

Establishes a process for VA claims processors to identify and report suspected fraud to investigatory bodies, including the VA Office of Inspector General

Mandates recurring audits of disability benefit questionnaire forms and requires the VA to notify individuals when their submissions are suspected of containing fraudulent information

Grants the VA Inspector General authority to use any federal inspector general investigative powers necessary for fraud investigations under this section

Prohibits reopening or changing final VA benefit decisions based on these investigations unless the individual is convicted by a court of a fraud-related crime

Requires annual reports to the Senate and House Veterans' Affairs Committees on the administration of these fraud identification provisions
