Authorizes the Secretary of the Interior to use emergency acquisition flexibilities under 48 CFR Part 18 for contracting related to Dragon Bravo Fire recovery at Grand Canyon National Park, without requiring a Presidential disaster declaration

Permits noncompetitive sole-source contracts for planning, design, repair, and reconstruction of North Rim infrastructure including employee housing, utilities, visitor facilities, and maintenance assets

Requires the Secretary to submit reports to Congress every 180 days detailing recovery costs, expenditures, contractor identification, conflicts of interest, and estimated project completion timelines

Authority expires after 7 years or upon completion of recovery efforts, whichever comes first; a 12-month extension may be requested if a new wildfire impacts the covered area

Contracts awarded under this authority remain separate from existing concession contracts and do not modify or extend concession agreements issued under 54 U.S.C. § 101913
