Amends the Food Security Act of 1985 to allow non-Federal entities and state agencies to certify third-party technical service providers (TSPs) for USDA conservation programs, in addition to the existing NRCS certification process

Requires the Secretary of Agriculture to establish the non-Federal certification process within 180 days and to decide on certifying entity applications within 40 business days; TSP certifications must be reviewed and added to the registry within 10 business days

Creates a streamlined certification pathway for providers with existing credentials such as certified crop advisors from the American Society of Agronomy, professional engineers, or other Secretary-approved technical certifications

Mandates a review of TSP certification requirements within 1 year of enactment, including outreach to current and former providers to assess barriers, and requires setting a target utilization rate for third-party providers

Establishes payment rate requirements and transparency measures, including public reporting on funds obligated to TSPs, certification statistics, and comparisons of actual utilization to target rates
