Members of Congress would lose their pay after October 1 of any fiscal year if Congress has not approved both a concurrent budget resolution and all regular appropriations bills for that fiscal year

Pay would remain suspended until both the budget resolution and all appropriations bills are passed; no retroactive pay would be provided for the suspension period

The Vice President is explicitly excluded from the pay suspension provisions

Chairpersons of the Budget and Appropriations Committees in each chamber would certify compliance determinations on October 1 of each year

Effective date is February 1, 2027
