Secretary of Defense must establish biotechnology workforce training programs within one year of enactment for military members, civilian employees, and contractors involved in creating biotechnologies, responding to biological threats, or related R&D and engineering work

Training must cover fundamental biotechnology science, AI and quantum computing applications, defense and health applications, ethical and legal aspects, risk mitigation strategies, and future technology trends

Personnel in covered roles must complete training annually, with programs updated yearly to reflect advances in biotechnology and its convergence with other emerging technologies

Secretary must submit an implementation plan to Armed Services Committees within six months of enactment and establish mechanisms to measure participation and collect participant feedback

Training programs terminate five years after establishment; covered Armed Forces include Army, Navy, Marine Corps, Air Force, and Space Force
