Requires the Secretary of Agriculture and Secretary of the Interior to accept voluntary waivers of federal grazing permits from ranchers who wish to permanently end livestock grazing on their allotments in 16 Western states

Limits annual permit retirements to 100 total across all 16 Western states and no more than 25 per individual state, processed on a first-come, first-served basis

Permanently prohibits issuance of new grazing permits on retired allotments and requires the Secretary to secure these lands against trespass grazing by domestic livestock

Applies retroactively to grazing allotments already administratively retired before enactment, permanently ending grazing on those lands as well

Permittees who waive their permits forfeit all claims to range developments (structures, fences, permanent fixtures) on the covered land, while existing water rights and other valid rights remain unaffected
