Expands income eligibility for HOME Investment Partnerships assistance from low-income families to households earning up to 100% of area median family income, and raises the affordable homeownership purchase price limit from 95% to 110% of area median purchase price

Allows HOME funds in non-entitlement areas to be used for infrastructure improvements (water/sewer lines, sidewalks, roads, utility connections) directly related to assisted housing, and removes per-unit investment limitations

Creates categorical exemptions from National Environmental Policy Act review for infill housing projects, property acquisitions, rehabilitation projects, and new construction of 15 units or less; also eliminates duplicative environmental reviews when funding sources change

Raises the Davis-Bacon prevailing wage threshold from projects with 12 or more units to 24 or more units, and exempts projects of 50 units or fewer from Section 3 hiring requirements if the jurisdiction receives less than $3 million annually

Allows rental units occupied by Housing Choice Voucher holders to automatically qualify as affordable housing, and permits military members with deployment or permanent change of station orders to suspend or waive homeownership income requirements
