Amends the Agricultural Marketing Act of 1946 to add beef and ground beef to existing country of origin labeling requirements that currently cover lamb and venison

Prohibits retailers from labeling foreign beef as originating from the United States, requiring accurate disclosure of the actual country of origin

Increases penalties for beef labeling violations to $5,000 per pound of non-compliant beef, compared to the standard $1,000 per violation for other covered commodities

Specifies that World Trade Organization rulings or decisions by any international organization cannot limit the Secretary of Agriculture's authority to enforce country of origin labeling requirements
