Secretary of Housing and Urban Development must establish within 1 year a competitive grant program for Indian Tribes and Tribally designated housing entities to build new residential units with sustainable features or retrofit existing units on Tribal land

Authorizes $150,000,000 for fiscal year 2025 and each subsequent fiscal year to fund the program

Sustainable features eligible for funding include solar panels, heat pumps, energy-efficient appliances and windows, smart thermostats, insulation, low-flow toilets, reflective roofing, and passive cooling systems

Units built or modified under the program may only be rented to members of the Indian Tribe or Tribes served by the housing entity

Grant recipients must report annually on the number of units built or modified and sustainable features added; HUD must submit annual reports to Congress on the program's national impact
