Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to add a new goal for the Agriculture Advanced Research and Development Authority (AGARDA) focused on enhancing sustainable agriculture's role in voluntary resilience solutions

Adds a statutory definition for "precision agriculture" as managing crop or livestock production inputs (seed, feed, fertilizer, chemicals, water, time) at heightened spatial and temporal granularity to improve efficiency, reduce waste, and maintain environmental quality

Directs AGARDA to develop agricultural technologies addressing extreme weather impacts on crop production, drought effects, and water holding capacity in soils on crop and rangelands

Promotes research into long-term carbon storage through sustainable agriculture and increased feasibility for sustainable energy including conventional and advanced biofuels on farms

Supports voluntary adoption of conservation practices that sequester carbon, build on-farm climate resilience, and increase adoption of precision agriculture technology
