Establishes alternative manure management practices as eligible conservation activities under USDA programs, including pasture-based management, composting, solid separation, solar drying, and vermiculture to reduce methane and nitrous oxide emissions

Allows payments of up to 100% of costs for alternative manure management practices, with at least 50% provided in advance for materials, equipment, and technical assistance under contracts lasting up to 3 years

Adds carbon sequestration and greenhouse gas emissions reduction as criteria for high-priority conservation practices eligible for increased payment rates

Prioritizes alternative manure management contracts for small and mid-sized dairy and livestock operations, beginning farmers, limited resource farmers, and socially disadvantaged farmers, while allowing groups of producers to submit joint applications for shared composting facilities

Requires USDA to develop a new conservation practice standard for on-farm compost production within one year and authorizes waivers of payment limitations for alternative manure management contracts when necessary to fulfill project objectives
