Expands income eligibility for HOME Investment Partnerships program assistance from low-income families to households earning up to 100% of area median income, and raises homeownership housing purchase price limits from 95% to 110% of area median.

Creates categorical exemptions from National Environmental Policy Act reviews for infill housing projects, property acquisitions, rehabilitation projects, and new construction of 15 units or fewer.

Allows HOME funds to be used for infrastructure improvements (water, sewer, roads, utilities) in non-entitlement areas when directly related to assisted housing or Low-Income Housing Tax Credit projects.

Permits Housing Choice Voucher holders to qualify for affordable rental housing regardless of rent limits, provided tenant contributions meet Section 8 requirements and total rent is approved by the public housing agency.

Exempts small projects (50 or fewer units) from Section 3 hiring requirements when assistance goes to state recipients or jurisdictions receiving less than $3,000,000 in annual HOME allocations.
