Amends the Environmental Quality Incentives Program (EQIP) and Conservation Stewardship Program (CSP) to add greenhouse gas emissions reduction planning as an eligible conservation activity and expand support for perennial production systems including agroforestry, silvopasture, and perennial grain crops

Revises CSP contract evaluation criteria to prioritize soil health improvements, carbon sequestration, and greenhouse gas emissions reductions, and allows contract renewals in the fifth year for producers who meet stewardship thresholds on at least 2 additional priority resource concerns

Expands supplemental payments under CSP to cover perennial production systems and allows compensation for income forgone due to transitioning to organic, resource-conserving, or perennial production systems

Broadens technical assistance eligibility to include individuals and Tribal entities, and adds soil health planning, greenhouse gas emissions reduction planning, agroforestry planning, and organic transition planning as covered services

Establishes a National Agroforestry Research, Development, and Demonstration Center in Lincoln, Nebraska and requires creation of at least 3 additional regional agroforestry centers, with authority to award regional grants for agroforestry demonstration projects
