Secretary of Agriculture must convey approximately 45 acres of Forest Service land in Ouray County, Colorado, including Crystal Reservoir, Full Moon Dam, and associated water infrastructure to the City of Ouray at no cost to the city (except survey costs)

Conveyance includes all water rights associated with the land, including Full Moon Ditch and Reservoir Number 10 water rights established in a May 11, 1942 Colorado decree

City must maintain the land as open space in perpetuity with full public access for recreational activities including fishing, with no fees for recreational access

City assumes all repair, operation, and maintenance costs for Full Moon Dam and related infrastructure, and may not expand the reservoir's historical footprint in ways that would harm upstream wetlands

Land reverts to the United States at the Secretary's discretion if the City fails to comply with the conveyance terms and conditions
