Requires the Secretary of State and Secretary of Defense to submit a classified strategic approach report within 180 days outlining methods to disrupt adversary cooperation, plans to bolster deterrence in the Indo-Pacific, Europe, and Middle East, and assessments of capability gaps

Establishes U.S. policy to disrupt dangerous cooperation among adversaries through sanctions, export controls, and information sharing with allies, while preparing for potential simultaneous conflicts with multiple adversaries in multiple theaters

Task forces must hold quarterly interagency meetings and submit reports within 180 days evaluating impacts on their agencies and recommending organizational changes to respond to evolving adversary cooperation
