Expands the VA's Solid Start program to begin outreach to service members 120-210 days before separation from the Armed Forces, rather than only after separation

Requires VA to coordinate with the Department of Defense to collect suicide prevention policies, crisis resources, and referral protocols for transitioning service members

Mandates at least one phone call to each separating service member (regardless of separation type or characterization of service) to inform them of transitional health care options under section 1145 of title 10

Requires VA to provide separating members with contact information for their nearest VA facility and for accredited representatives who can assist with disability compensation claims

Authorizes alternative communication methods (text message or email) to schedule calls or follow up when phone contact is unsuccessful
