Prohibits credit card issuers from imposing late payment fees on covered individuals when the payment due date falls during a lapse in appropriations

Applies to civil service employees, Armed Forces members, and uniformed services personnel who are either furloughed or working without pay during a shutdown

Covers both personal accounts and government-issued purchase cards used for official purposes
