Prohibits the federal government from collecting any fees, revenue-sharing, or other monetary payments as a condition for receiving or maintaining export licenses under the Export Control Reform Act of 2018

Bars any previously collected export license fees from being spent on anything other than refunding the license holders

Requires the Secretary of Commerce to refund all collected export license fees to license holders within 30 days of enactment

Cites constitutional concerns under Article 1, Section 9 (prohibiting export taxes) and existing statutory prohibitions in Section 1756 of the Export Control Reform Act of 2018 (50 U.S.C. 4815)

Clarifies that nothing in the bill authorizes implementation of export fees on semiconductors or suggests such fees would be constitutional or lawful
