Authorizes the Department of Justice and Department of State to provide law enforcement and intelligence technical assistance, training, and advisory support to Ukraine for prisoner of war exchanges, civilian detainee releases, and return of forcibly transferred Ukrainian children

Technical assistance may include biometric identification training, open source intelligence collection, secure communications technologies, and database management for abduction and trafficking investigations

Authorizes support to Ukraine's Office of the Prosecutor General through the Atrocity Crimes Advisory Group and DOJ's Office of Overseas Prosecutorial Development to investigate and prosecute cases involving abducted children and other atrocity crimes

Permits the Secretary of State to fund medical and psychological rehabilitation, family reunification services, and reintegration support (case management, legal aid, educational placement) for returned Ukrainian children

Requires multiple reports to Congress within 30-60 days, including briefings on assistance provided, descriptions of foreign assistance programs, and analysis of sanctions discrepancies between the U.S., U.K., and EU regarding those responsible for child abductions
