Eliminates the requirement for the Secretary of Agriculture (Forest Service) and Secretary of the Interior (Bureau of Land Management) to reinitiate Endangered Species Act consultation on approved land management plans when new species are listed or critical habitat is designated

Removes consultation requirements when new information reveals that a land management plan may affect listed species or critical habitat in ways not previously considered

Amends Section 6(d)(2) of the Forest and Rangeland Renewable Resources Planning Act of 1974 governing Forest Service land management plans

Amends Section 202 of the Federal Land Policy and Management Act of 1976 governing BLM land use plans

Overrides existing regulations under 50 CFR 402.16 that currently require reinitiation of consultation under these circumstances
