Secretary of Veterans Affairs may waive copayments for hospital care, nursing home care, medical services, and medications when VA errors delayed billing notification beyond 180 days after service

VA must notify veterans of required copayments within 180 days for care at VA facilities and 18 months for care at non-VA facilities

If VA misses notification deadlines, collection is prohibited unless the veteran receives waiver application information, payment plan options, and opportunity to use either

Waiver authority and new billing procedures expire two years after enactment

Secretary must review and improve VA copayment billing internal controls and notification procedures within 180 days of enactment
