Summary of H.R. 5990 - Whole-Home Repairs Act of 2025

• HUD Secretary must establish a pilot program within 1 year to provide grants to state and local governments for administering whole-home repairs programs serving eligible homeowners (income at or below 80% of area median income) and small landlords (fewer than 10 properties with majority affordable units)

• Eligible repairs include accessibility modifications for individuals with disabilities and older adults, habitability and safety repairs, and energy/water efficiency and weatherization improvements

• Grants go directly to eligible homeowners; landlords receive forgivable loans (forgiven after 3 years if compliance maintained), with requirements including rent increase caps at 5% or inflation annually and 3-year lease extensions for current tenants

• Secretary may award 2-10 implementing organizations annually (maximum 1 per state), with up to $30 million authorized from Office of Lead Hazard Control and Healthy Homes appropriations; organizations may use up to 10% for administrative expenses and 5% for workforce training

• Pilot program terminates October 1, 2031; implementing organizations must submit annual reports with data on units served, costs, demographics, and fraud prevention measures
