Prohibits all federal funds from being used to seek U.S. membership in the World Health Organization or to provide any assessed or voluntary contributions to the WHO

Secretary of State must certify to Congress that the WHO meets 8 specific conditions before funding can resume

Requires WHO to adopt reforms ensuring humanitarian assistance is not politicized, is free from Chinese Communist Party control or influence, and is not covering up China's COVID-19 response

Mandates WHO grant observer status to Taiwan and cease diverting humanitarian or medical supplies to Iran, North Korea, or Syria

Requires WHO to stop all funding and messaging on "gender identity," "gender affirming care," climate change, and abortion access, and agree that no WHO directive would be legally binding on U.S. citizens or individual states
