Requires the Working Group and Agency for Toxic Substances and Disease Registry to maintain a publicly available website with research findings and evidence assessments linking health conditions to military toxic exposures

Mandates initial reporting within one year of enactment, followed by annual progress reports during a five-year strategic plan period covering research findings and legislative recommendations

Directs the Secretary of Veterans Affairs to conduct a study on biological descendants of Operation Ranch Hand veterans to assess rates of birth defects, developmental delays, and identify genetic factors and preventative measures

Study methodology includes voluntary participation, collection of biological samples and health records, genomic sequencing, and statistical analysis to determine correlations between toxic exposure and health outcomes in descendants
