Secretary of Housing and Urban Development must establish the "Task Force on Bringing Down Housing Costs" to conduct oversight of states with rising housing costs and develop best practices within one year of initial meeting

Task Force composed of 21 members including 2 Senators, 12 House Representatives (one from each HUD region plus committee members), designees from HUD, Federal Housing Finance Agency, and USDA Rural Housing Service, plus community organization and private sector representatives

"States with rising housing costs" defined as states with year-over-year increase in median existing home prices as collected by HUD's Office of Policy Development and Research

Annual reports must be submitted to governors of affected states, relevant federal agencies (HUD, FHFA, FHA, USDA), and congressional committees including Financial Services and Appropriations

Task Force terminates five years after enactment, with quarterly meetings required until report completion
