Expands eligible VA Work-Study activities to include any work at state/local government agencies or nonprofit organizations that directly or indirectly benefits veterans or Armed Forces members

Increases minimum wage for work-study participants to the highest of: federal General Schedule/Federal Wage System minimum rate, state minimum wage, or local government minimum wage where services are performed

Requires the VA to implement electronic timesheet systems allowing participants to record hours worked and supervisors to approve them electronically

Mandates annual publication of program data including participant numbers, demographics, activity descriptions, wages paid, hours worked, and participating educational institutions

All amendments take effect for work-study allowance payments made on or after January 1, 2028
