Requires the Secretary of Veterans Affairs to employ at least one sexual assault nurse examiner (SANE) at each VA hospital and urgent care facility, or alternatively a health care provider qualified to conduct sexual assault forensic examinations if a SANE cannot be employed

Mandates verbal referral to VA mental health care services for all individuals examined for sexual assault

Allows mental health referrals through Veterans Care Agreements with outside providers if VA hospital wait times exceed 30 days

Prohibits any reduction or negative effect on existing patient care responsibilities carried out by VA employees when implementing these requirements
