Amends the Migratory Bird Treaty Act to allow Alaska Natives to possess, sell, barter, purchase, and transport authentic handmade articles containing nonedible migratory bird parts

Defines "Alaska Native" as a member of any Alaska-based Indian Tribe, verified through tribal enrollment card, Certificate of Degree of Indian Blood, or Alaska Silver Hand program permit

Defines "authentic Alaska Native article of handicraft" as items made primarily from found, foraged, or gifted natural materials, produced by an Alaska Native using traditional techniques without mass copying devices

Excludes from protection any handicraft containing bird parts taken in a wasteful or illegal manner

Requires the Secretary of State and Secretary of the Interior within 180 days to initiate bilateral procedures with treaty partner countries (Great Britain, Mexico, Japan, and Russia) and modify implementing regulations
