Requires a pilot program at 3+ VA facilities to provide mental health residential treatment for veterans with spinal cord injuries/disorders, with a plan due within 60 days and implementation within 120 days

Establishes annual mental health consultations and outreach for veterans receiving disability compensation for mental health conditions, with biennial reviews of outreach effectiveness
