Directs the Secretary of Veterans Affairs to furnish headstones, markers, and medallions for graves of enslaved individuals who accompanied Armed Forces members during active service or served in lieu of another person

Extends eligibility to individuals who performed military functions while legally prohibited from serving based on race, gender, sex, or ethnicity under Federal, State, or Tribal law

Requires headstones for enslaved individuals who served Confederate forces to include language denoting they were "forced to support their own enslavement"

Limits requests for these grave markers to direct descendants or individuals who have made reasonable attempts to obtain consent from known direct descendants

Requires the VA to prescribe implementing regulations within one year, informed by Civil War historians, civil rights organizations, and descendants, with a report to Congress due within 15 months
