Provides up to 15 additional months of Post-9/11 GI Bill educational assistance for veterans who exhaust their benefits while completing remedial or deficiency courses required for their degree program

Eligible veterans must have used all their original entitlement, used benefits within the preceding 180 days, and require more than the standard 120 semester or 180 quarter credit hours to complete their program

Increases the aggregate cap on VA educational assistance from 48 months to 48 months plus any additional months received under the remedial course extension

Allows service members without dependents to elect to transfer GI Bill benefits to an unspecified future dependent, with designation made when they later acquire eligible dependents

Permits service members to modify benefit transfers by designating new dependents after the initial election is made
