Establishes multiyear Rural Partnership Program grants (2-5 years) through USDA to coordinate Federal, nonprofit, and for-profit investment in rural areas, with at least 5% of funding reserved for Indian Tribes and no state receiving more than 5% of total appropriations

Requires grant applicants to be partnerships of two or more entities including local governments, nonprofits, cooperatives, for-profits, higher education institutions, or Indian Tribes serving rural areas, with a 25% non-Federal match requirement (waivable for high-poverty areas and Tribal populations)

Creates separate Rural Partnership Technical Assistance grants for up to 5 years to help rural communities with Federal grant management, housing/economic development projects, and placemaking plans, requiring 30% non-Federal match (waivable based on need)

Prioritizes funding for rural areas experiencing significant population changes, workforce shifts, economic distress, minimal historical Federal funding, or job retention needs

Renames the Council on Rural Community Innovation and Economic Development as the Rural Partners Network and expands membership to include FDIC, Appalachian Regional Commission, Consumer Financial Protection Bureau, Social Security Administration, and four additional regional commissions
