Establishes a permanent Special Envoy for the Human Rights of LGBTQI+ People within the Department of State, appointed by the President (potentially at Ambassador rank with Senate confirmation), to direct U.S. foreign policy efforts on LGBTQI+ human rights internationally

Requires the Special Envoy to develop a biannual global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI+ people abroad, with the first strategy due within 180 days of enactment

Amends the Foreign Assistance Act to require annual Country Reports on Human Rights Practices to document criminalization, discrimination, and violence based on sexual orientation, gender identity, or sex characteristics, including identification of countries with anti-LGBTQI+ laws

Authorizes the Secretary of State to provide assistance for programs addressing human rights abuses against LGBTQI+ people, including capacity building for foreign governments, health sector enhancement, HIV/AIDS efforts, and leadership programs for international LGBTQI+ activists

Establishes U.S. policy to integrate LGBTQI+ human rights into foreign policy, support decriminalization efforts, require nondiscrimination policies for federal funding recipients abroad, and ensure asylum protection for those facing persecution based on LGBTQI+ status
