Amends the International Organizations Immunities Act (22 U.S.C. 288) to extend privileges and immunities to the Gulf Cooperation Council (GCC)

Treats the GCC the same as public international organizations in which the United States participates pursuant to treaty or congressional authorization

Authorizes the President to extend diplomatic mission-level privileges and immunities to the GCC and its members under terms the President determines

Any extension of privileges and immunities would be subject to corresponding conditions and obligations
