Amends the National Voter Registration Act of 1993 to allow states to require proof of U.S. citizenship on mail voter registration forms for federal elections

States may add citizenship documentation requirements beyond the existing criteria in Section 9(b) of the NVRA

Updates outdated statutory language by replacing "Federal Election Commission" with "Election Assistance Commission"

Takes effect immediately upon enactment
