Amends the Consolidated Farm and Rural Development Act to add precision agriculture practices and technology acquisition as eligible uses for conservation loans and loan guarantees, with priority given to producers adopting these technologies

Expands rural entity assistance programs to include financing for precision agriculture technology acquisition to promote best practices, reduce costs, and improve environmental outcomes

Establishes federal definitions for "precision agriculture" (managing crop/livestock inputs at heightened spatial and temporal granularity) and "precision agriculture technology" (including GPS mapping, satellite imagery, yield monitors, soil sensors, variable rate application systems, and data analytics)

Allows Environmental Quality Incentives Program (EQIP) participants to receive up to 90% cost coverage for precision agriculture adoption, and permits stacking of EQIP payments with conservation loans for the same practices on the same land

Adds precision agriculture conservation activities as eligible for enhanced payments under the Conservation Stewardship Program and directs the Secretary to emphasize third-party providers for soil health planning technical assistance
