Requires the Under Secretary of Defense for Personnel and Readiness to submit a report to congressional defense committees by March 1, 2026, on options to reduce the frequency of permanent changes of station (PCS) and sea-shore rotations for Armed Forces members

Report must include a cost analysis of PCS moves and rotations over the preceding five fiscal years, broken down by military department and occupational specialty

Report must assess potential Department of Defense cost savings from reducing relocation frequency and evaluate effects on service member retention, military spouse employment, and children's education

Report must identify specific billets, duty stations, and communities where extended tour lengths would be operationally feasible while maintaining mission readiness and career progression

Report must provide recommendations for legislative or policy changes needed to implement a pilot program or otherwise extend tour lengths and adjust rotations
