Amends the Magnuson-Stevens Fishery Conservation and Management Act to add "economic cause" as a qualifying trigger for declaring a fishery resource disaster, alongside existing natural and anthropogenic causes

Defines "economic cause" as any activity by a foreign person that distorts fishery markets, disrupts sustainable harvests, or hinders the operational or economic viability of a fishery resource

Establishes a broad definition of "foreign person" including non-U.S. citizens, foreign governments, international financial institutions, foreign-organized entities, and U.S. entities owned or controlled by foreign interests

Requires disaster declaration requests to include documentation of adverse foreign activities such as illegal/unreported/unregulated fishing, use of forced or child labor, predatory pricing, and market-distorting subsidies

Expands Secretary's review criteria to include analysis of U.S. and export seafood prices and foreign activities contributing to economic causes when evaluating fishery disaster declarations
