Amends the Apex Project, Nevada Land Transfer and Authorization Act of 1989 to add the City of North Las Vegas and the Apex Industrial Park Owners Association (formed April 9, 2001) as authorized parties alongside Clark County for land transfers and utility connections

Expands eligibility for rights-of-way grants from the Secretary to include North Las Vegas and the Apex Industrial Park Owners Association, individually or jointly, for connections to the Kerr-McGee Site and other conveyed lands

Makes mineral withdrawals permanent by requiring they "continue in perpetuity" for all lands transferred under the Act

Exempts sales of mineral materials from grading or land balancing activities at the Apex Site from competitive bidding requirements and quantity/term limitations under 43 CFR subpart 3602

Requires all future land transfers and rights-of-way at the Apex Site to comply with the National Environmental Policy Act of 1969 and the Federal Land Policy and Management Act of 1976
