Extends federal recognition to the Nor Rel Muk Wintu Nation, making the tribe and its members eligible for all federal services and benefits provided to federally recognized Indian tribes

Designates Trinity County, California as the service area for delivery of federal services to tribal members, regardless of whether a reservation exists or where members reside

Requires the tribe to submit a membership roll to the Secretary of the Interior within 18 months of enactment, with membership qualifications determined by the tribe's Constitution (adopted September 19, 2020)

Grants the tribe sole authority to maintain its membership roll and recognizes the tribe's existing governing body as established under its Constitution

Applies all federal laws of general applicability to Indians and Indian tribes, including the Indian Reorganization Act of 1934, while preserving existing treaty and reserved rights
