Report must assess industry concentration and potential anticompetitive impacts, evaluate emerging fertilizer technologies (including biological fertilizers), and identify regulatory burdens hampering domestic production

Report must evaluate current price transparency for market participants and recommend whether Congress should establish a mandatory fertilizer price reporting mechanism at multiple supply chain levels
