Increases the de minimis indirect cost rate by 5 percentage points for local partners and allows a 180-day delay for local entities to obtain registration in the federal System for Award Management

Grants authority to limit contract competition exclusively to local entities for awards up to $25 million, capped at 10% of annual appropriations, when doing so would save costs or strengthen local capacity

Requires annual reports to Congress on funding amounts going to local partners, use of new authorities, and progress on locally-led development goals, plus a review of international organizations' support for local approaches
