Amends the Homeowner Flood Insurance Affordability Act of 2014 to exempt ecosystem restoration projects from paying review or processing fees when requesting flood insurance rate map changes

Defines "ecosystem restoration project" as projects designed to recover natural functions of degraded aquatic resources or floodplains, or to enhance and improve specific beneficial functions of these areas

Allows communities to permit ecosystem restoration projects in regulatory floodways that increase base flood elevations by up to 1 foot, provided no insurable structures or critical infrastructure would be adversely impacted

Requires communities to submit an analysis of changed conditions to FEMA within 180 days of completing an ecosystem restoration project that affects flood elevations

Directs the FEMA Administrator to issue implementation guidance within 180 days of enactment, after consulting with Federal and State natural resource agencies
