Requires the Secretary of Interior, Secretary of Energy (via Bonneville Power Administration), and Secretary of the Army (via Army Corps of Engineers) to operate the Federal Columbia River Power System according to the September 2020 Columbia River System Operations Environmental Impact Statement Record of Decision

Allows amendments to the operational plan only if all three Secretaries determine the change is necessary for public safety, grid reliability, or because existing requirements are no longer warranted

Prohibits any structural modification, action, study, or engineering plan that would restrict electrical generation at FCRPS hydroelectric dams or limit Snake River navigation in Washington, Oregon, or Idaho without explicit future Congressional authorization

Preserves authority for routine operation, maintenance, and capital improvements at FCRPS facilities to meet authorized project purposes
