Directs HUD to identify administrative measures under section 525 of the National Housing Act (12 U.S.C. 1735f–3) that could facilitate program access for modular home developers

Authorizes HUD to award grants to study the feasibility of a standardized uniform commercial code for modular homes, including systems for serializing modules and coordinating with financing incentives

Defines modular homes as factory-built homes constructed in modules that meet state and local building codes, transported to building sites, and installed on permanent foundations
