Secretary of Housing and Urban Development must review FHA construction financing programs within 1 year to identify barriers preventing modular home developers from participating, including issues with construction draw schedules

Within 120 days after publishing the review report, HUD must initiate rulemaking to examine alternative draw schedules for construction financing loans to modular and manufactured home developers, with public comment period

Secretary must either issue a final rule on alternative draw schedules or provide written explanation for why the rule will not become final

HUD may award a grant to study the feasibility of a standardized uniform commercial code for modular homes, evaluating coding systems for serializing modules and coordinating with financing incentives

Authorizes appropriations as necessary for the modular home standardization study
