Secretary of Commerce must submit annual reports to Congress for 3 years (starting within 180 days of enactment) on China's advanced artificial intelligence capabilities and supply chains

Reports must assess China's AI chip designers (including Huawei and Cambricon), semiconductor fabrication facilities (including SMIC), memory chip producers, and semiconductor manufacturing equipment companies with detailed technical specifications

Reports must evaluate China's most advanced AI models, including parameters, training compute, benchmark performance, cyber/biological capabilities, military use, and global diffusion including in the United States

Reports must analyze China's AI funding sources, computational capacity, humanoid robotics industry, AI-powered applications, regulatory framework, and effectiveness of U.S. export controls in restricting China's access to AI technologies

Secretary must consult with Secretary of State, Secretary of Defense, Secretary of Energy, Director of National Intelligence, and other agency heads; reports submitted in unclassified form with optional classified annex
