Amends the Omnibus Public Land Management Act of 2009 to define "urban canal of concern" as a transferred works canal segment where failure would affect more than 100 people or cause more than $5,000,000 in property damage

Authorizes the Secretary of the Interior or transferred works operating entities to carry out extraordinary operation and maintenance work on urban canals of concern deemed necessary

Provides 35% federal cost-share on a nonreimbursable basis for extraordinary operation and maintenance work on qualifying urban canals, with remaining federal funds advanced to be repaid by the operating entity

Allows reimbursable funds provided under this section to count as non-federal funds for purposes of cost-sharing requirements on federal grants
